Error creating WSPBuiler with Workflow project

I tried to create a new project in WSPBuilder to start learning workflows.  I use VS 2005 on Windows Server 2003 64 bit with MOSS installed.  I have all the .NET frameworks up to 3.5 SP1 installed.  When I try to create the project I get an error dialog saying in can't create the .csproj file in a subfolder of Temp in my profile. The error is "The project type is not supported by this installation".

As this is literally the first time I have tried creating a workflow in VS, there might be a simpel answer.  Like do I need to install WWF or isn't it part of .NET Framework 3.0?   Do I need to have the Visual Studio 2005 Extensions for Windows Workflow Foundation installed?  Could that be what causes the problem?
