Use WSPBuilder extensions without building a DLL?

I want to use WSPBuilder to create a WSP to deploy some ASHX files into /12/TEMPLATE/LAYOUTS. I do not need a DLL compiled, the files have inline code in them.

When I use the VS 2008 extensions, and create a new WSPBuilder project, it attempts to build the project into a dll and include that in the WSP. The only .cs file in the project is AssemblyInfo.cs, which I've tried setting to Build Action: None, to no effect. Then, when I try to deploy the wsp on the server, it tells me there are dlls that need to be deployed to the gac.
